[Case Study] Enable Village, Singapore: An Inclusive Village Where People with Disabilities and Neighbors Coexist





 "Have you ever imagined a fitness center where a gym for people with disabilities and a gym for local residents naturally blend into a single space? This is the case of 'Enable Village' in Singapore, which moves beyond the realization of Universal Design to drive welfare technology innovation through public-private-academic-industry collaboration. I share these vivid insights with the hope that such warm, innovative spaces will also be created in our own neighborhoods."


1. This village is an innovative space transformed by government investment from what was originally a school site.


2. While spaces that include welfare services are usually named 'centers,' it is highly significant that they expressed its value by calling it a 'village.'


3. In this village, spaces and services are shared and integrated between people with disabilities and general residents.

 3-1) This village is fully open to the residents of the adjacent public rental housing.

 3-2) Fitness facilities for people with disabilities and those for local residents are integrated and operated within a single space.


4. The village is highly active in welfare technology innovation(digital social innovation), such as AbleTech.

 4-1) The core strategy for creating AbleTech value is public-private-academic-industry collaboration. Eight social ventures maintain partnerships within this technology innovation center. 

 4-2) Assistive devices and services responding to various disabilities are being developed using both high-tech and low-tech solutions.

 4-3) The primary value and goal of all technologies and services is the realization of Universal Design. 


5. The village is driving welfare innovation through partnerships with various social enterprises.

 5-1) The art shop, created alongside numerous artists, is operated by an arts-focused social enterprise.

 5-2) A cat occupational therapy service designed for individuals with disabilities is also operated in partnership with a social enterprise. 


6. I imagine a future where innovative spaces like Enable Village are established in every local municipality in South Korea, managed and operated by care social cooperatives.
